Either TransportMode Or TransporterId must not be empty when purpose is EWB

Either TransportMode Or TransporterId must not be empty when purpose is EWB

For generation of part A slip, if Transport Mode is not provided, Transporter ID is mandatory. If Transport Mode is provided as Road, Vehicle Number is mandatory else, Document Number and Document Date is mandatory.
