Either TransportMode Or TransporterId Must Not Be Empty When Purpose Is EWB

For generation of part A slip, if Transport Mode is not provided, Transporter ID is mandatory. If Transport Mode is provided as Road, Vehicle Number is mandatory else, Document Number and Document Date is mandatory.
